VISION & PRIORITIES

"SERVANT LEADERSHIP"

VISION &
PRIORITIES

01

Public Safety over Politics

Public safety should always come before politics. The Sheriff’s Office exists to protect our families, secure our communities, and keep our streets safe. Every decision should be guided by duty, professionalism, and common sense, not political agendas.

02

Protection With Dignity

Keeping Harford County safe means protecting everyone with humanity, dignity, and respect. Whether someone calls 911, serves in law enforcement, or is in custody, professional treatment strengthens public trust while making our communities safer. Tough on crime also means being committed to fairness, accountability, and the rule of law.

03

Prevention Through Proactive Partnerships

We cannot arrest our way to lasting public safety. Safe streets are built when law enforcement works alongside families, schools, businesses, faith communities, and neighborhood organizations. Through common sense partnerships and proactive crime prevention, we can reduce crime before it happens while protecting the freedom, dignity, and security of every Harford County resident.

MEET TERRENCE ROGERS

Terrence Rogers is a veteran, former law enforcement officer, and pastor who has spent his life answering the call of duty. His career has been built on one simple belief: public safety should always come before politics. Whether serving in uniform, leading a congregation, or mentoring young people, Terrence has dedicated himself to protecting families, securing communities, and bringing people together to solve problems with common sense solutions.

A proud graduate of Alderson Broaddus University and Duke University, Terrence has earned a reputation for building trust across political, racial, generational, and economic lines. As a Baptist pastor, he led the revitalization of a historic congregation by welcoming a new generation of youth and families while honoring those who built the church’s legacy.

Terrence’s commitment to Harford County extends far beyond the pulpit. He serves on numerous committees and community organizations because he believes strong communities are built through service, not slogans.

Raised in a crowded working class household, Terrence understands the challenges many Maryland families face because he has lived them. His experience in the military, law enforcement, ministry, and community leadership gives him a balanced perspective learned through discipline, accountability, and compassion.

Terrence believes protecting our families requires more than simply responding to crime. It requires preventing crime, supporting victims, partnering with neighborhoods, and being both tough and smart on crime while treating every person with humanity, dignity, and respect. He believes every resident deserves both safe streets and the freedom to live without fear.

As Sheriff, Terrence will put Harford County first by leading with integrity, common sense solutions, and a commitment to public safety over politics. His mission is simple: protect our families, secure our communities, and restore trust through servant leadership.
